The Facilitator indicates who edits it, but doesn't edit it directly. This is set per round: pick one cell below and that cell's player gets the editable Mission field on the Overview page starting this round, carrying forward into later rounds until you change it again for a later round. Until you pick one, no one can edit it.
See the Situation page for the full consequence-model reference chain. These are the real regulatory authorities that mechanically move the dashboard, once invoked and past their institutional delay, plus manual overrides for improvising injects.
Scenario injects
Upload one spreadsheet holding the whole exercise. Columns: Round, Cell, Title, Body. Leave Cell blank to send an inject to every cell. Nothing is saved until you press Import.
Drafts from the Round Actions buttons above appear here. Nothing is saved until you press Import, and nothing reaches the room until you release it.
Calibrate this session's starting conditions against real-world reference figures you supply, published capacity-utilization reports, trade or import data, public health surveillance indicators. This does not fetch live data on its own; enter figures you've sourced yourself. Best done before or at the start of a run.
Rule-based ranking of which decisions and events moved the dashboard the most, which regulatory levers were never used, plus an AI-written narrative on what worked and what an alternative strategy might have done differently. Included automatically in the Excel export once generated.
For each decision the room took, what the exercise would have looked like at the end if that decision had not been taken. Each one is removed on its own and the exercise replayed with the same events, so only the decision differs. Available once the exercise has ended.

Drafts wait here until you accept them. Nothing below has reached the wire, the intelligence feed or any participant screen.
Dashboard
ScenarioThe operating picture: the season, what the room reads, and what it has spent.
Command brief
The mission a room reads at the start of each round. Written per scenario, per round.
Where this happens
The season, week by week
Twenty-two weeks, November to March. The gold-edged weeks are the peak of the season, mid December to the end of February, when storms are heavier and likelier. The strip fills as rounds are played, colored by the week's rain. The soil figure is the one to watch: it climbs for weeks before the first slide, and the same storm does different things on either side of it.
GIS Workspace
ScenarioThe Santa Barbara Channel coast with the week's radar, and what the round did to the highway, the beaches, the pools and the hillsides. It moves with the exercise.
What the colors read from. The highway is colored by the share of coastal miles open, and its most slide-prone segments draw as closed first: State Route 1 and the Rincon before the Gaviota coast. Reservoirs read the flood-control space free, burn-scar watersheds the soil saturation against the slide thresholds, beaches the representative beach width, shelters the displaced households, the tide gauge the sea-level anomaly. Every one of those is the module's composite figure for the coast drawn onto a real place, not a measurement at that place. Each figure carries a 95 percent interval on the dashboard.
Map
ScenarioThe coast as it is, before the season does anything to it.
Point Conception to Point Mugu
Fixed reference, not the workspace: the coastal highway, the five reservoirs the module's flood pool stands for, the burn-scar watersheds, the beaches and the Santa Barbara tide gauge. Nothing here moves with a round. The GIS Workspace is where the same places carry the week's radar and the round's figures.
Basemap OpenTopoMap. Highway corridor from OpenStreetMap at about a kilometer. Reservoir positions from the operators' published locations. Tide gauge: NOAA National Ocean Service station 9411340. Burn-scar watersheds are device placements inside the 2017 Thomas Fire footprint.

Ask
Real-world questions only: authorities, statutes, coastal flood and debris-flow practice, reservoir operations, evacuation law. It has web search and it will say when something needs legal or policy verification rather than inventing a citation.
